Im- TT Mf'ro none Approved For Release 2009/04/10: CIA-RDP80B01676R001500090039-3 4 April 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 4 April 1966 DD/I reported that the Vice President had asked for and obtained one of the Agency's special relief maps on Southeast Asia. One such map is being prepared within the Agency for installation in the DCI Conference Room on or about 6 April. DD/I gave a rundown on the findings of Task Force LOOKOUT at its meeting last week. No significant evidence is in hand relating to installation of SSM's in NVN. Godfrey reported late word--from NBC and no other source--of a landing of seven SVN transports at Danang Air Field. If true, this could signal the government's move to suppress the disorders in Danang. OCI will issue Sitreps covering the situation in the course of the day. Godfrey reported that Lunik X is in orbit around the moon and ap- pears to be in a tumbling mode. tabled a memo on a New York Times weekend article con- cerning overhead reconnaissance. There was nothing in this article not publicly described in other articles of the past, and it was agreed that special investigations in this case are not necessary. DD/S noted weekend news accounts of a secure telephone link between the Department's Passport Office and CIA. The Department has issued a denial. S. embassies abroad. This will be of benefit to us. DD/S&T gave to DCI a memo on the SHRIKE program. It was noted that the SHRIKE Conference scheduled for this week will be post- poned until next week. DCI said he would like to attend. DD/S&T, back from a trip last week to the West Coast, reported that actual flight experience with OXCART to date shows zero engine failures at operational speeds and altitudes. DCI inquired about the status of a presentation being worked up for his use concerning OXCART deployment. assessment of the effects of OXCART deployment on the TACKLE Program. Copies of this cable were given to DDCI and DCI, and the findings will be included in the DCI's OXCART presentation. DD/S&T said that the D/NRO proposals concerning CORONA im- provement are good ones from our point of view. The DD/S&T reported on visits he made last week to 25X1 and Agency work at the former, 25X1 for fighter detection instruments aboard a U-2 or OXCART, has reached the stage where feasibility appears certain. Highly useful work of interest to the Agency is occurring at in the field of 25X1 integrated circuits and transistors. Executive Director reported on a weekend meeting with the inter- agency "Executive Officers Group. " Subjects discussed dealt with the many problems of coordination at the local level of Great Society programs. DDCI said that General Sam Griffith has written a book on the ChiCom Peoples Liberation Army and copies of the manuscript are available for study. DDCI said that he and DD/P will meet with Army ACSI, General Davis, tomorrow. ACSI will describe Army clandestine operations around the world. Secretary Vance had asked Brown to check these capa- bilities with us. We will survey and review them. DCI initiated a discussion of a special memo done over the weekend by on the situation in Vietnam. The memo was made available to Assistant Secretary Bundy and will be shown on a read-and-return basis to Representative Mahon. 1. DCI requested that OGC make copies of the recent article 25X1 appearing in Foreign Affairs available to Representatives Mahon and Bates, who have requested copies.
