Communist authorities were finding it difficult to maintain 50X1 HUM
order in the Antung area. The many Communist deserters in the Antung area
were occasionally looting villages during the night. 50X1-HUM

certificates in :anchuria.

in order to leave Manchuria, a traveler had to submit to the 50X1-HUM
local Comunist head five written guarantees by families in the area, along
with the exit application. After apnroval? the application is submitted
to the local oublic security office which issues a travel certificate and
exchanges the traveler's old residence certificate for a "transfer certificate
with which the traveler may obtain a new residence certificate at his
destination. Residents in the intung area may obtain travel certificates
for all areas of China but not for Hong Kong. The inspection of women
travelers on railroads from Antung to South China is not strict. It requires
annroximately twenty days to travel by rail from Antung to Hong Kong, and
travelers from Antung may take a maximum of NJPC 200,000 with them.
The price of gold in Antung is 1L.IPC 12,000,000 per ounce. The MIIC is
issued in denominations of 1,000, 10,000, 100,000, 5000000, and 100000000.
Residents are reluctant to accept the 1,000 denomination but these are
readily convertible to larger denominations at Communist?operated coopera?
tive stores.
5. Rice, flour, and meat are Obtainable in the ::anchurian open market but
are so expensive that few can buy them. Those who can buy them often do
not do so because they would be compelled by Comnunist authorities to buy
large amounts of government bonds.
