Memorandum
A. Three staffers were required to change quarters, for
one family with children the seventh enforced moved
in eight months.
B. No further word was received on the Department of
Army's proposal on tropical differential.
C. Building modifications proceeded smoothly, with some
vrork being completed on Sundays to avoid interference
with operations. The overall project is 60~ complete.

II. Use of Operational Immediate precedence on messages addressed
to Panama requiring prompt action was suggested in view of a
history of tardy arrivals adversely affecting handling.

I. Reception: There was a perceptible improvement in reception
from most areas.
II. The intercom system linking Radio Control and individual
monitoring booths was completed.
IV. .Monitors Kiamco and Sollberger passed the Basic Technical
Knowledge Test.
V. Cruising: 59 cruising reports were sent to ~ 10 un-
scheduled speeches were intercepted; 9 news a erts were
passed to editors from sources not on regular coverage;
during 14 shifts, 22 areas were watched for expected im-
portant news.
VI. Outages: Communications: incoming, two hours; outgoing,
five minutes. Power: three periods of less then 10
minutes each.
