1. In accord with discussions between Mr. Lundahl of this office and
TSS/APD, on 11 March 1954, it is requested that your office
establish an External Research Project consisting of Government and/or non-
Government contracts designed effectively to meet a series of developmental
requirements similar in nature to those briefly described in paragraph 2 be-
low.
2. The requirements under this project will consist of the preparation
of optical - mechanical devices, nomographs and miscellaneous photo-metrical
references which would collectively serve to increase ORB total capabilities
and efficiency in the extraction of intelligence data from photographic in-
formation. Mr. Lundahl, Chief, Photo Intelligence Division (D/GP), ORB, will
be responsible for preparing specific and detailed requirements, the results
of which will be jointly monitored by TSS/APD and D/GP.

3. ORB currently has $15,000 in Fiscal Year 1954 funds immediately avail-
able for transfer to TSS in support of this project. The project should be
worded in such a manner to permit continued use of these funds in Fiscal Year
1955. While it is recognized that D/GP already maintains close contact with
TSS/APD on numerous external research projects involving photography efforts
of common concern, the funds available for this particular project are in-
tended for use in developmental research on items of photographic equipment
of common interest to both TSS and ORB, but of specific application to photo-
graphic intelligence problems for which ORB is primarily responsible.
