2. This request reflects the expansion of the work of
the Special Intelligence Staff in support of the intelli-
gence effort against the USSR. Soviet advances in weapons
technology, particularly in the field of land-based and
submarine-launched missile capabilities, greatly increase
the requirements for acquisition within extremely short
time-periods of intelligence on Soviet military activities.
A great part of the responsibility for satisfying these
demands will fall on the shoulders of those charged with
requirements, collection and policy guidance in the field
of Special Intelligence, duties call for
him to take the place of his Chief in representing the Agency
in intelligence community Special Intelligence committees
requiring knowledge of TALENT.
