07011r'T rirn nuu v Approved For Release 2009/04/10: CIA-RDP80B01676R001500090032-0 13 April 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 13 April 1966 of OSI gave a background briefing on ChiCom and Soviet chemical warfare programs. DCI said he believed it important to develop an interagency working group to follow and report currently on any evidence relating to the possibility of Communist-introduction of chemical warfare capabilities into the fighting in Vietnam. He noted the importance of ensuring that the Community does all that is necessary to avoid being taken by surprise by any such development. DD/I passed out copies of the NIS, fresh off the presses, on Communist China. DCI discussed the desirability of making copies of this available to White House staffers, PFIAB members, and Congres- sional subcommittees. DD/I supplemented by remarks from the DD/S&T briefed on the state of our information about the Yak-28 jet fighter in Western hands in Berlin. DCI said he was interested in fire control and radar equip- ment aboard this aircraft. Godfrey, DD/P, and deSilva discussed the latest situation in South Vietnam. Indications continue to mount that the Ky government will be replaced. Among successors mentioned are (See Action 1 Kent noted that a Memo to Holders was issued yesterday on the security situation in Mexico City. deSilva noted the CBS television program last night concerning the PAT program. It was a well-done and favorable program which specif- ically made the point that the CIA sponsors the PAT program. Houston noted Senator Jackson's suggestion that our Chief of Station in Saigon be put in contact with Eric Sevareid, who is soon to travel to Vietnam. It was agreed that this would be done. DD/P noted word of a Viet Cong plot to kill Buddhist leader Tam Chau and an equally prominent Catholic leader. The move would be intended to appear to be a governmental assassination of the two leaders. DCI directed that this information be covered in our publica- tions today. DD/P noted a Reuters report of a shake-up in British Intelligence. The report is overdone, but British Intelligence has suffered some substantive reversals in recent months. Executive Director reported briefly on his appearance yesterday at the Armed Forces Staff College in Norfolk. He suggested that in the future Agency students at this facility be as representative as pos- sible of all parts of the Agency in order to improve the balance of our representation there. ACTION: 1. DCI requested that DD/I, SAVA, and FE consult and prepare for issuance biographic sketches on all Vietnamese candidates currently mentioned as possible replacements for Ky and Company. L. K.
