TALENT and AQUATONE Clearances
for NSA Personnel
1. In further discussions with of NSA on the
problem of clarification of AQUATONE?TALENT clearances for
NSA personnel. I would like to call attention to the fact that reference
D in paragraph Z should have added to it a subparagraph d "Time"
followed by the sentence. "TALENT clearance should presume to
cover the above in the case of NSA personnel". In the second sentence
from the bottom of the first page after "research and development"
insert. "and planning and in some cases analysis".
Z. In order to make sure that we are now entirely clear, let
me quote in its entirety paragraph Z from reference D as errsended:
"Z. It is necessary that we anticipate that those in NSA
responsible for support of the Project and analysis of the product
collected by System 3, 4. or 5 may have to know or may be unex-
pectedly exposed to the following four facts regarding overflights:
"a. Height
"b. Speed
"C. Path
"d. Time

"TALENT clearance should presume to cover the above in the
case of NSA personnel. TALENT clearance procedures are
well known to NSA along with the requirement for filing a list
of those cleared with the CIA/ TSO. It is necessary however,
for certain NSA personnel involved in engineering or research
and development and planning and in some cases analysis to
work with Dr. Clark and others in connection with the development
of collection or read-out equipment. A. it come. to light that
certain functions must be performed by NSA on request of
Dr. Clark in this connection. I will submit to you the list of
names and positions and date of TALENT clearance for your
record along with the following authentication:
'"Dr. Ralph Clark has authorized that the
function to be performed by the following personnel
has been requested of NSA by him on behalf of
Project AQUATONE. ?
"Naturally, in each case, I will establish this as a fact."
3. In accordance with the foregoing, I have attached copies
of three documents received by me train NSA, references A. B, and
C. for your record. As the business of research and development
liaison requireathat the potations indicated and the personnel involved
need to be cut in, NSA will establish a clearance and report that they
have been briefed with indication of the date.
