Fitzwater Deputy Director for Administration Lr6 SUBJECT: Weekly Report for Period Ending 12 April 1985 1. Progress reports on tasks assigned by the DCI/DDCI: None. 2. Items/events of interest: a. The Director of Information Services (D/OIS) called a meeting of the FOIA inter-directorate group on 8 April to discuss the implementation of the CIA Historical Review Program. The Agency's History Staff will determine what records are considered of historical significance. The Classification Review Division (CRD/OIS) will conduct the declassification review. The Directorate that is the custodian of the records will coordinate the review and approve release, as appropriate, after which CRD will prepare the records for release. OIS will then work with the appropriate Directorate and the National Archives and Records Administration (NARA) to accession the records to the National Archives for access by historical researchers and the public. b. A representative from OIS, the liaison officer from NARA to the Agency, and representatives from the Directorate of Operations (DO) began reviewing OSS motion picture films at the Agency Archives and Records Center. The NARA liaison officer will be appraising the film to determine its long-term value and whether it should be accessioned to the National Archives. Professionally qualified DO classification review officers will be reviewing the films to determine if there is any classified information. Films that have long-term value and are determined to be unclassified gill be- transferred to NARA along with paper OSS records. c. The Automated Consolidated Translation Survey (ACTS) data base was developed by the Office of Information Technology in 1983 (formerly ODP) to provide online access for the Consolidated Translation Survey staff of Foreign Broadcast Information Services (FBIS) to indexes of English translations. A request has been received to provide ACTS data to the Foreign Technology Division (FTD) at Wright Patterson Air Force Base, Ohio. The Office of Personnel Management's (OPM) supplemental retirement proposal was received by Office of Personnel (OP) representatives. OPM's proposal reflects a totally defined contribution plan with no employee contributions required, but rather funded by the Government at 11.6 percent of employees' salaries. It also includes retirement at age 59 1/2, with vesting in benefits after one year, and the opportunity for employees to put up to $5,000 per year in an IRA. Our evaluation of the OPM proposal is that it would not provide sufficient retirement replacement income for our employees. The proposal would be significantly less generous than the present system and does not provide sufficient survivor benefits to cover the risks that Agency employees undertake. Based upon earlier discussions with OMB, we presume that CIARDS participants would be included as exceptions to OPM's proposal, such as provided for law enforcement officers, fire fighters, and air traffic controllers. e. OP hosted a seminar on 3 - 5 April for 26 placement directors from throughout the country. The DDCI, all four Deputy Directors, as well as numerous representatives from each Agency Directorate, briefed our guests on the Agency and each component's role in the Agency mission. In addition, they discussed the types of employees they need in staffing their respective offices. The response to the seminar was very positive and included many compliments for the excellent presentations and particularly for the professional manner in which the seminar was presented. The placement directors were unanimous in their appreciation for the DDCI's one-hour presentation and the indication it gave of the level of importance of recruitment. The placement directors were extremely appreciative of the comprehensive nature of the seminar and the openness and friendliness of all of the Agency people who participated. They left with a much better understanding of the Agency and stated they felt much better equipped to counsel their students regarding Agency careers and referring them to our recruiters. The success of this maiden venture has prompted us to schedule seminars for June and September with other placement directors from around the U.S. f. Approximately 150 people attended a Federal Women's Program sponsored in celebration of "Women in History." Kathleen Baker, local creator of musical, historical and educational entertainment programs, presented "Remember The Ladies, A Celebration of Revolutionary Women,"- Miss Baker brought wit, humor, song and artistry to the re-creation of distinguished American women from the early days of our nation. She performed skits from the lives of women who made creative expressions of their values at a time when women were expected to "conform." g. OPM recently expressed an interest in auditing the activities of the Agency's Government Employees Health Association (GEHA). After several meetings with OPM auditors, agreement has been reached whereby OPM will not conduct a full-fledged audit but will only review the Audit Staff's internal working papers on the GERA audit. As of 10 April, OS received a total of 512 responses to recent advertisements appearing in The Washington Post and The New York Times for Security Officers and Polygraph Examiners. Fourteen of the responses were for the polygraph positions. Other activities in support of the accelerated recruitment case processing effort included: - Advertisements placed in the April editions of the Security Management Magazine-and the American Society for Industrial Security (ASIS) Newsletter for_OS pers&nnel.- m. A representative of the Analysis Training Branch, Office of Training and Education, conducted week-long courses in analytic methodology at National Narcotics Border Interdiction Service (NNBIS) Centers in New Orleans from 25 - 29 March and in El Paso from 1 - 5 April. Attending the course were representatives from several U.S. military commands and Federal agencies including U.S. Customs, Florida Law Enforcement, and the Marshals Service. Training at both sites was considered highly successful and the final NNBIS Analytic Methods Course is planned for the Center in Long Beach, California, from 15 - 26 April. The Executive Development Program's Seminar "CIA and the Congress" was held in the afternoons on 1 - 3 April. Senior Intelligence Service Officers representing all four Agency Directorates participated. The sessions on 3 April were held on Capitol Hill and included a meeting with Lee H. Hamilton, Chairman, House Permanent Select Committee on Intelligence (HPSCI); Thomas R. Latimer, Staff Director, HPSCI; and Patrick J. Leahy, Vice Chairman, Senate Select Committee on Intelligence (SSCI). o. Development of a capability to capture annotated original images on optical video disks in conjunction with an automated data base management system has been completed. The Printina And Photography Division, Office of Logistics (P&PD/OL), and cooperated in this effort which began in mid-1984. The system provides zoom" capability within any single video image and will simulate "pans" between images.
