SUBJECT: Policy and Procedures for Overseas Handling, Processing
and Reporting on ELINT Collected by AQUATONE,
I.
PURPOSE: To define responsibilities for overseas handling,
processing and reporting on ELINT collected by AQUATONE,
operations, both in Europe and the
Far East, and to establish policy and procedures pertaining
thereto.
DEFINITIONS:
A. Detachments: AQUATONE operational or Project units
stationed at the following places are identified by letter:
At Giebelstadt -- Detachment A
At Adana -- Detachment B
At Atsugi -- Detachment C
B. Detachment Commander: The individual designated as
the commander of an AQUATONE field unit or detachment
at Base A B. and C:
C. IPC USAFE: The European intermediate ELINT
processing center established by AFL-200-11 at the
Headquarters USAFE Wiesbaden, Germany, which

processes, analyzes and reports on ELINT to meet
Air Force needs in the theatre and ZI. By virtue of
this SOP, this facility will also process, analyze and
re ort on the ELINT products of AQUATONE
to meet certain needs in the theatre as well
as in the ZI. Representatives of CIA, Army and Navy
will be invited to participate in the analysis of AQUATONE
products.
IPC FEAF: The Far Eastern intermediate ELINT
processing center established by AFL-200-11 at Yokota,
Japan, which processes, analyzes and reports on ELINT
products to meet Air Force needs in the theatre and ZI.
By virtue of this SOP, this facility will also process,
analyze and report on the ELINT products of AQUATONE
to meet certain needs in the theatre as well
as in the ZI. Representatives of CIA, Army and Navy
will be invited to participate in the analysis of AQUATONE
products.
E. It is understood that the term FEAF as used herein will
be replaced by the title AFPAC after implementation of
the Far East Command Plan. For the purposes of tbis
naper, the terms FEAF and AFPAC are considered
synonymous.
III. RESPONSIBILITIES:
A. Detachment Commander:

1. The Detachment Commander at Base A and B
AQUATONE will be responsible for the repro-
duction of duplicate tapes at the base and promptly
delivering to IPC USAFEr oe 4uplicate. The
Detachment Commander will be responsible 50X1
for delivering the original tape promptly to the
Commander IPC USAFE for reproduction of
duplicate ta.-The Detachment Commander
at Bases C will be responsible for the 50X1
reproduction of duplicate tapes and the delivery
of a duplicate tape to the IPC FEAF.

2. The Detachment Commanders at Bases A, B,
will be responsible for delivery of the
original tape as soon as possible to Headquarters
AQUATONE.
3. In all cases, the Detachment Commanders are
responsible for transmitting to the appropriate
IPC such data as are essential for the analysis
of tapes.
B. IPC USAFE will be responsible for:
1. The preparation of duplicate tapes from
original as provided by the Commander
2. Such ELINT read-out and analysis as required
by the Commander USAFE and, in addition,
shall rovide to the Detachment Commander
such ELINT results as required in order
to meet that Detachment Commander's operational
needs. In addition, the Commander IPC USAFE
will provide such special ELINT studies as may
be required by CINCUSAREUR and CINCNELM
as are feasible.
3. The custody of the duplicate tape for future
theatre needs.
4. Delivery of the original tape as soon as possible
after duping to an authorized AQUATONE repre-
sentative who will be responsible for transmittal
of the original to AQUATONE Headquarters.
C. IPC FEAF will be responsible for:
1. Upon receipt of a duplicate ta e from the Detach-
ment Commander Base C Jthe preparation of
such analyses and studies as required by the
Commander FEAF.

2. In addition, the preparation of such ELINT analysis
for the Detachment Commander as is
essential for his operational use.
D. The TALENT Control Officer Headquarters USAFE and
FEAF is responsible for establishing the necessary
control of the reports produced from the tapes in the
respective IPC centers in accordance with the TALENT
Control Manual.
IV. LIAISON BETWEEN IPCs AND NSA FIELD UNITS:
A. Daily Mission Reports will be distributed under secure
procedures by the 6901st and the 6902nd to IPC USAFE
and IPC FEAF respectively.
B. IPC USAFE and IPC FEAF will provide to 6901st and
6902nd respectively as required duplicate tapes of
non-ELINT signals encountered in analysis of System
Four tapes.
V. PERSONNEL:
A. General: The Army, Navy and CIA are invited to
participate in the-IPCs (USAFE and FEAF) by placing
personnel on duty with each center.
B. Support:
1. CIA will initially provide 1 ELINT analyst at
IPC USAFE. CIA at this time does not propose
to provide an ELINT analyst at IPC FEAF.
2. The Army will provide personnel in accordance
with specific arrangements between the Commanding
Officer of the USASA Theatre Field Activity and the
appropriate Air Force Commander (USAFE or
FEAF).

3. The Navy will provide personnel in accordance
with specific arrangements between CINCPACFLT/
COMNAVFE and FEAF in the Far East and between
CINCNELM and USAFE in Europe.
VI. COMMUNICATIONS:
A. Messages or correspondence initiated by the parent
participating agency at the Washington level to IPC
USAFE or IPC FEAF, which are of a policy nature
or which pertain to processing procedures, will be
coordinated with all agencies concerned prior to dis-
patch and will be prefaced with the following phrase:
"Coordinated IPC Instructions Message". Such messages
or correspondence may be transmitted to the IPCs over
either CIA or USAF channels.
B. The above requirement does not preclude any participating
agency from conducting unilateral liaison with its repre-
sentatives stationed in the IPCs as necessary so long as
such liaison does not constitute an involvement in the
administration of the IPCs themselves.
C. Guidance from the ZI for prompt analysis and report
to meet current intelligence requirements in the ZI will
be transmitted in accordance with paragraph A. above.
VII. SECURITY: Those narticipating in the analysis of AQUATONE,
ELINT' product must have a TALENT
clearance. Those already cleared for TAT.r. T prior to
entering AQUATONE, operational bases
must be certified as cleared as required. Such clearance must
be obtained by the Base Commander through his appropriate
channel. This will be accomplished by submission of names of
those to be assigned to IPCs through the Headquarters' parent
agency and to the Headquarters AQUATONE. Notification of

AQUATONE certification will be made to those requesting
through the parent agency ZI to the Commander IPC in question
as well as to the Detachment Commander or his representative
who will in fact be responsible for proper indoctrination of
such cleared individuals.
