MAY 2 3 *18
FROM: Terrence M. Burke, Chairman
Ad Hoc Subcommittee on Jamaican Gangs
SUBJECT: Summary of May 17 Meeting
TO: Ad Hoc Subcommittee on Jamaican Gangs
Enclosed is a summary of our meeting on May 17, together
with the list of attendees.
Although ongoing Federal efforts to counteract the Jamaican
posses appear to be appropriate, the scope of the problem
requires our close attention.
I appreciate the willingness of the Bureau of Alcohol,
Tobacco & Firearms (ATF) to take on the Federal program
coordination responsibility that should complement the
existing cooperation occurring within the OCDETF Program.
Please ensure that your agency identifies a point of contact
and notifies ATF as soon as possible so that the suggestions
made at the May 17 meeting can be examined further.

FROM: John C. Lawn, Chairman
Investigations and Intelligence Committees
of the National Drug Policy Board
TO: Ad Hoc Committee on, Jamaican Gangs
SUBJECT: Meeting Scheduled for May 17, 1988
At the April 20 Enforcement Coordinating Group meeting,
Chairman Frank Keating asked that I call a meeting of
various agencies to formulate a plan of action directed at
the violence and drug trafficking perpetrated by Jamaican
gangs. In turn I have asked Mr. Terrence Burke and
Mr. Thomas Byrne to chair a meeting on Tuesday, May 17, at
10:30 a.m., to discuss this serious national problem. The
meeting will be held in the 12th floor conference room at
DEA Headquarters.
You are invited to send senior managers and staff to this
meeting. DEA representatives will attend from both our
investigative and intelligence sections since we must become
informed about the scope of the problem, as well as
determine appropriate courses of action.
The meeting will commence with a presentation from the
Bureau of Alcohol, Tobacco and Firearms which has been
focusing on the violence of Jamaican gangs in the last few

years. After this, DEA will give an intelligence update on
the involvement of Jamaican gangs in drug trafficking. The
floor will then be open for agencies to summarize their
current activities directed at this problem and to suggest
additional courses of action.
