Declassified in Part - Sanitized Copy Approved for Release 2013/04/25: CIA-RDP90-00530R000200210006-6 A N4APA ? National Academy of Public Administration Chartered by Congress PF June 9, 1988 The Honorable Louis Stokes Chairman, House Permanent Select Committee on Intelligence H-405 Capitol Building Washington, DC 20515 Dear Chairman Stokes, Section 701 of the Intelligence Authorization Act for Fiscal Year 1988 calls for a study by the National Academy of Public Administration of personnel management and compensation systems affecting civilian employees of the intelligence community agencies. The final report of this study is to be completed by January 20, 1989. The Conference Report to the act calls for two interim reports, on May 1 and August 1, 1988. Our May repor.t provided information on the organization of the study and the results of our preliminary analyses. Based on this work, it is clear that the NAPA Panel can provide the Committee with a far more substantive second interim report if the date for this report is deferred from August 1 to September 1, 1988. This matter has been discussed with Mr. Latimer of the Committee staff and with Mr. Battaglia of the staff of the Senate Select Committee on Intelligence. Both gentlemen indicate that this change is possible. We are therefore making a formal request to change the date of our second interim report to September 1, 1988. Favorable consideration of our request will be greatly appreciated. Sincerely, Philip A. Odeen Chairman, NAPA Panel for Intelligence Community Personnel Study 1120 G Street, N.W., Suite 540 Washington, D.C. 20005 (202) 347-3190 Declassified in Part - Sanitized Copy Approved for Release 2013/04/25: CIA-RDP90-00530R000200210006-6
