Approved For Release 2009/04/10: CIA-RDP80B01676R001500090018-6 3 May 1966 Morning Meeting of 3 May 1966 DD/I reported on 25X1 preparations for the next nuclear test at Lop Nor and the production of MIG-19's at Mukden. An expansion of rail and transportation facilities in southern China no doubt related to ChiCom support of NVN was also noted. Godfrey tabled an Agency-produced document providing the char- acteristics of Soviet surface combat ships. Godfrey tabled a notebook filled with documents, memos, maps, etc. , pertaining to NATO and the positions of the various governments participating in NATO. The book will be kept up to date as a working aid. It will be made available to the Agency's working group on NATO. DCI asked DD/I to consider preparation of possible additional note- books, perhaps for use by DOD and the State Department. Godfrey noted an embassy telegram from New Delhi pertaining to left wing parliamentary attacks on Mrs. Gandhi. OCI assessment is that the embassy cable is overdrawn. Sheldon reported that scheduled resurfacing of on 25X1 will not inhibit OXCART deployment or operations from there. Sheldon noted that the Agency is preparing responses to questions put to us by General Maxwell Taylor, who is looking into the OXCART deployment problem on behalf of the White House. DCI asked that he be kept informed of Taylor's queries and the answers provided to him. ADD/S noted that DD/S had returned from Europe last night and will be in the office later today. In this connection, the DCI noted that the David Com- mittee under U. S. Navy auspices had issued a report critical of CIA collection efforts in the ASW field. It was agreed that the Collection Guidance Staff would look into both of these subjects. Bross reported that DOD authorities are undertaking a cost- effectiveness review of the costs of U. S. airborne alerts. One hope is that the status of early warning intelligence is such that these costs can be reduced. Consensus was that the Agency must avoid giving any guarantee in this respect. DD/P noted the good results being achieved by the linking of pho- tography and Roadwatch information Owhich is of use in U. S. air strikes and road interdiction. In answer to the Executive Director's inquiry, Houston reported on the Executive Order 10501 which calls for the President to appoint someone to hear complaints against the Government. DDCI noted a Newsweek story about an ex-RAF pilot flying B -26's to Portugal. The pilot claims to be a CIA employee.
