" R. Jack Smith reported on the number of helicopters in North Vietnam: five MI-1's, ten to fifteen MI-4's, two MI-6's. More MI-6's are expected and Soviet assembly teams are in North Vietnam. He noted that NPIC had given a briefing to several of the AEC Commissioners and JAEIC on Soviet experiments in the Plowshare field. (See Action item 1. ) Godfrey noted the NCNA release that Mao had met with certain Albanians. He pointed out that neither the time nor the place of the meeting was cited, which suggested that the ChiComs were seeking to give the impression that the leadership was in better shape than it actually was. In connection with the public arguments between certain ChiCom newspapers, this may be targeted against the Mayor of Peking. Kent noted that he would not be present for USIB since he is going to Princeton for a meeting with the Consultants. requested that he meet with the DCI some time today with the various papers for the special 303 Meeting tomorrow with General Taylor concerning the Black Shield deployment. The DCI suggested that0 25X1 sit down with Vance so that agreements could be achieved prior to the 303 Meeting tomorrow. Bannerman noted that Credit Union loans during the month of April had reached an all-time high, $1 million having been given to Agency employees, probably for Income Tax purposes. deSilva tabled the agenda for the NSC meeting on Vietnam today as well as a package which covers the entire Lodge visit. He raised the question of he and attending open seminars on the question of the effec- tiveness of the U. S. military program in Vietnam.
