Morning Meeting of 25 October 1966
DD/I reported that he will lead a team to brief James Webb this
afternoon on factors limiting the Soviet space program.
DD/I noted items of interest from the latest memorandum on
security conditions in six Western Pacific countries. He alerted the
Director to a potential problem involving the level of classification of
intelligence to be used in preparing working group papers for McCloy's
tripartite group.
Godfrey tabled a memorandum analyzing the South Vietnamese
Constituent Assembly. He called attention to the change in the cover
of the DIA Intelligence Summary.
DD/S said that a demonstration is anticipated in connection with
the visit of an Agency recruiter to CCNY today. However, because
of the College's control procedures, it will probably not interfere with
the recruiting session. He reassured the Director that the recruiter
in question can handle the situation.
Carver noted the receipt of a cable from the Saigon station com-
mending a Headquarters planning team for work done on the RDC
program. He mentioned an item on the Manila conference from the
ABC morning newscast.
DDCI and Bross reported that they had examined the request from
Pat Coyne for briefing papers on intelligence gaps and deficiencies on
China for the 30 November meeting of PFIAB. They feel that in this
instance the written presentations should be prepared but that it might
be possible to substitute oral briefings in the future. They also feel

that it might be useful to consider a CGS briefing for the 30 November
session on how the Agency conducted the requirement process. DD/I
indicated he would like to discuss this further. The Director acknowl-
edged the report.
He mentioned a briefing scheduled for
7 October at Headquarters on the State-Defense China Study.
The Director said that Don Hornig had called concerning the wisdom
of clearing additional personnel in other departments without providing
similar access for the department heads. (See Action 1)
