SUBJECT: ABM Treaty Review (U)
Following a review of agency views at a Senior Arms Control Group
(SACG) meeting on June 28, 1988, the following decisions have
been taken concerning the third five-year review of the ABM
Treaty:
With regard to the timing of the ABM Treaty Review, the
Review should be conducted during the period of
14 - 20 July, 1988. (S)
With respect to the question of postponing the next round of
the Defense and Space arms control negotiations, the Defense
and Space negotiations should resume only after completing
the ABM Treaty Review, on or about July 25, 1988. (S)
The Department of State is requested tolprepare the appropriate
notification to the Soviet Union concerning the U.S. proposal for
the conduct of the ABM Treaty Review, incorporating the above
decisions. (U)
