Approved For Release 2008/03/03: CIA-RDP80B01676R001500080044-8 26 October 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 26 October 1966 DD/I mentioned several items from yesterday's report on security conditions in countries still to be visited by the President. He has pre- pared a prospectus to satisfy Secretary McNamara's request for up- dating the Vietnam bombing study prior to the President's return. Godfrey informed the Director of changes in operational orders for U. S. Navy patrols north of the DMZ. He noted an article in this morn- ing's New York Times by Henry Kamm on agreement reached in Moscow between the Soviet and Eastern European leaders on policy toward Hanoi. He was skeptical that the Eastern European leaders would go this far. Kent noted completion of the Estimate on reactions to U. S. mili- tary withdrawals from Europe and said that it will be on the pre-USIB agenda together with a paper on Haiti. The Director commented that the Haiti paper is good. said that COMOR had asked to comment on the SIGINT Committee draft concerning the U. S. position The Director said this is Agency business. DDCI felt that the USIB committees such as COMOR should be reminded to conduct their business through USIB channels. explained an Agency problem deriving from an agreement between Seamans (NASA) and Foster (DOD) establishing new intelligence procedures in connection with NSAM 156. He felt he could solve this below the Secretary of Defense level. The Director agreed. Carver noted the dispatch of a cable to the station in Saigon re- questing their views before Friday on pacification. Houston noted the publication in the Congressional Record of a Senate Armed Services Committee report showing eight meetings on monitoring CIA activities. He said that Senator Ribicoff desires a letter from the Director acknowledging the Senator's communication concerning the administration of the Agency. He reported that the House has sent the CIA budget letter to the Senate. Houston alerted the Director to the receipt of a summons and complaint action which has also gone to various Cabinet officials. He called attention to an article on Heine in last night's Washington Star. DDCI passed the DD/I a statistical survey compiled by the U. S. Navy on military actions in Vietnam. The Director initiated a discussion on an item in this morning's CIB on Soviet submarine activities. He queried A-DD/S&T on U. S. and Soviet photography of the moon. The Director called Godfrey's attention to an Agency report on Castro's continuing militant policies toward Latin America. ACTION: 1. The Director noted that a certainuofficer is presently traveling and asked the ADD/P to contact him for his impressions on the stability of overnment.
