Dear Mr. Horne:
This is in reply to your recent letter which expressed
dissatisfaction with the placements of a fence and jogging
trail on our property adjoining Savile Lane. That letter
included a petition for a meeting so that these placements,
along with the location we have selected for our Day Care
Center, could be discussed.
As you know, we have reached a final decision on the
location for the fence and jogging trail. This decision, and
the rationale for it, was conveyed to the Honorable Frank R.
Wolf on 26 May 1988. We stated that the fence would be
positioned on the Agency's property line as originally
intended. We did agree to reposition the jogging track an
additional 21 feet away from the closest residential
property. This information was reiterated to Mrs. Lilla
Richards in a letter dated 27 May 1988, a copy of which was
forwarded to the President of the Downcrest Citizens
Association. We regret the dissatisfaction remaining after
our extensive effort to communicate our position to the
concerned parties.
In regard to the Day Care Center, we are currently
proceeding with plans for its construction in accordance with
established procedures.
Our invitation remains open for you and Dr. Blood to
visit us so we can perhaps alleviate your concerns about the
fence and trail. If you are interested, please call
so that the necessary arrangements can
made.

I write to you concerning the location of the perimeter fence which you plan to construct
along the Savile Lane property line.' Members of this Association are especially concerned
with that segment of the fence adjoining the two properties closest to Route 123 (Dolley
Madison Boulevard). If placed on the property line, the fence would be within a few feet
of the living rooms of those two houses.
We request that you favorably consider locating the fence at the tree line, as it presently
exists behind the two properties. This would mean continuing the fence in a straight line
after it passes behind the other properties on Savile Lane. I have been assured that, if
you so desire, the owners of these properties will enter into written agreements that they will
maintain the area outside the fence and will not claim title by:adverse possession.
We also request that the fence be located a reasonable distance from Dolley Madison
Boulevard after it makes the turn off Savile Lane. This should provide a more attractive
entrance into our community.
While we have other concerns such as thelocation of the jogging trail and the day care
center, we understand that you are reconsidering these issues with the intention of
addressing the concerns of residents.
