Helms, White, and Clarke re the briefing of Mahon on the Budget. Proctor reported that 400 copies of the pamphlet on semantics, pre- pared by Kaiser Aluminum, would be available for distribution within the Agency. 100 of these will be made available to Training. DCI indicated his willingness to brief selected Training courses, particularly if they were held in the USIB Conference Room since this saves the DCI a good deal of travel time. Proctor also tabled the weekly report of Task Force Lookout. Godfrey reported that all was quiet in DaNang at the moment. He discussed the current situation in Ecuador and predicted the possibility of trouble there with the return of Velasco upcoming this week. Kent reported on the consultants' meetings at Princeton last week which had included considerable discussion of the Agency's image. In this connection, the DDCI requested that the Executive Director chair a small group to look into the matter of Agency contracts with universities. deSilva reported that there was general agreement that he and would not fuzz their Agency employment, should the question arise, at the two academic seminars they will be attending in the next few weeks. reported that Chamberlain had briefed the Joint Committee on the third CCNE Friday afternoon. He noted that Senator Saltonstall had visited the Agency Friday afternoon. Wheelon noted that the OSA Control Room had been one of the sites visited by Saltonstall who was impressed by the thoroughness of overflight clearances. The DCI noted that he had not appeared before the Russell Committee for some time. (See Action Item 1) Bross requested guidance as to who ,on the White House staff should be his point of contact in PFIAB matters. He suggested that the prediction of the third CCNE was well covered by the Agency and that this matter should be brought to the attention of the President's Board. (See Action Item 3) The Executive Director stated that he will hold a meeting in his office this afternoon on Agency contracts and invited Proctor, Warfield, Wheelon, and He noted that a second briefing on "Human Communications in Crisis Management" will be held on 8 June at 1:30 p. m. in the auditorium. He requested that Headquarters Notice 25X1 (mailing of pay checks to banks for employees) be highlighted at staff meetings. He noted that the Agency owes the Russell Committee a briefing on the Budget, and he suggested that Dinclude this item in his con- 25X1 versation with Darden today. DCI suggested that the NATO Task Force papers be made available to the Secretary of Defense through (See Action Item 4) ACTIONS 1. The DCI asked to meet with Darden today to try to set up an appointment for the DCI to brief the Russell Committee. (OGC in the course of the day) 2. The DCI instructed that the TACKLE flights be suspended during the period of the Warsaw Pact meetings (20-25 May 1966). 3. A report is to be prepared on the Agency's performance in pre - dicting the third CCNE. This item to be included in the agenda for the next PFIAB meeting. (D/NIPE) 4.
