ADD/I submitted a report by the group established to study sensi- tive installations in the USSR. DCI instructed the group to continue its effort and submit findings as appropriate to the Special Panel. ADD/I reported that the staff of Senator Jackson's subcommittee had praised the Agency report produced on the Warsaw Pact. Godfrey reported Rumanian denial of a rumor that Bucharest had circulated a note regarding a pull-out from the Warsaw Pact. He cited photographic evidence of additional Soviet SS-11 sites, and he reported on the situation in South Vietnam. Kent noted that some urgency is associated with getting out the estimates now in process on the UAR and the use of GRC troops in Vietnam. discussed Item 3 on tomorrow's USIB agenda regarding guidance on COMINT collection. He stated that the CIA plan now moving through channels to the DCI is related to this item. ADD/S reported that the Office of Communications is providing sup- port to Admiral Sharp during his current TDY in the Pacific. ADD/S responded to the DCI's inquiry regarding the installation of for Moyers. Houston noted that Senator Symington had been contacted and pro- vided with an expurgated version of the damage assessment of the New York Times articles. Houston stated that Senator Saltonstall's staff had been contacted on the MSU controversy. He reported Mr. Darden's statement that it will be difficult to get a budget hearing by our Senate Appropriations Subcom- mittee in the near future. A discussion followed on the case in 25X1 which the DCI admonished that the Agency take a firm stand. Bross noted Coyne's request for a copy of the Agency memo analyzing the MIG shoot-down. DCI instructed that instead Coyne be given a copy of the forthcoming broader paper on ChiCom air defense reactions and capabilities in response to Clark Clifford's request. Bross is to so in- form Coyne. (See Action Z) DD/S&T provided a report in response to an earlier DCI request re- garding the reliability of OXCART. DD/S&T noted that the selection of candidates for assignment to the NRO staff is under way. DD/P referred to a lengthy field assessment on the Dominican Republic election and to a statement by Radio Budapest that the New York Times articles had been inspired by the Agency. Executive Director reported that the National Interdepartmental Seminar will meet at Headquarters tomorrow and listed the various Agency presentations to that group. DCI inquired about the status of the study regarding identification of Agency employees who write for overt publications. Executive Director responded that the Director of Security is undertaking a staff study with recommendations on Agency policies. 1. DD/S is to explore arrangements to provide al to Moyers.
