on ELINT Collected by AQUATONE,
1. This memorandum contains a recommendation submitted
for DDCI approval. Such recommendation ii contained in paragraph 3.
Z. Attached hereto is a brief memorandum for your signature
to General Lewis on the subject of handling ELINT in the theatre.
All participating agencies concur in the policy and procedures paper
(I have a written concurrence from Air Force). It is modelled after
the agreement which we reached on the URPIC-W and URPIC-1 for
photo handling in the theatre.
