SUBJECT: Photography Versus Electronics Collection
1. The Ad Hoc Requirements Committee does not recommend
penetration missions at this time which do not involve the use of the
major photo configurations available to AQUATONE, it being recognised
that photo collection missions can include System One and System
Three collecting equipment. This judgment is based upon the Ad Hoc
Requirements Committee's belief that the highest priority targets for
photo collection can, if covered, produce intelligence of higher value
than System Five. In *a far as nighttime missions are both permissible
and deemed preferable for operational reasons. the Ad Hoc Requirements
Committee will wish to advise Operations as to ELINT and special
intelligence requirements. On the basis of the review of APQ-56
photography versus daytime photography. the Ad Hoc Requirements
Committee finds the former much inferior and would not recommend
It as a substitute for A or B configuration except possible in emergency
situations where bad weather precludes photography.
Z. In so far sr Operations plans to conduct peripheral flights
principally for the purpooe of gathering data regarding air defense
and wishes such guidance as the Ad Hoc Requirements Committee
can provide. the Ad Hoc Requirements Committee stood* ready to
provide such guidance upon request.
