SUBJECT: Unfunded Request - Original Headquarters
Building Utility Upgrade
his memorandum requests an unfunded allocation of
25X1 for use in the Original Headquarters Building (OHB) in
25X1 order to upgrade electrical capacity i the grounding
system for the building, and the medium voltage distribution
system. The design and construction of an upgraded vault is an
immediate necessity in order to correct the current situation
and to prepare for the Off e of Imagery Analysis (OIA)
25X1 backfill move. The load is near capacity now, and we
will be forced to redirect energy from other vaults to support
electrical requirements in the Northwest quadrant of the
building when OIA moves. The introduction of PC systems
throughout the OHB has exacerbated this problem. Construction
must commence in the near term to meet the projected move-in
schedule for both OIA and other components requiring increased
power. Current projections indicate sporadic overloads in 1988
and, with the move-in of OIA, a more critical overload
25X1 situation in early 1989 if F__-1capacity is not increased.
2. The cost of replacing the PCB transformers in the OHB
was not included in the backfill funding profile because GSA
had volunteered to fund the project. GSA has now informed us
that they cannot begin the replacement in FY 88 as planned, due
to insufficient funding for that year. However, Facilities
Management Division/OL, must have OIA operational by 1 March
1989. OIA is a large power consumer and will be drawing from a
transformer vault that cannot supply the additional load. The
25X1 construction costs are presently estimated to be for
upgrade.

3. Thel upgrade provides an additional economic
opportunity to improve the entire OHB grounding system and also
to upgrade the medium voltage distribution system. The cost
