Morning Meeting of 14 October 1966
DD/I noted the completion of a memorandum with annex on the
in connection with the Presidential trip. In response to
a question from the Director, the DD/I and Godfrey assured him
that the proper studies are reaching the Executive Secretariat at
State, where sixty briefing books are being prepared for the trip.
In connection with the review, the DD/I noted
that he is preparing a prospectus in order to give alternatives
on how he might best utilize the Intelligence Community. He expects
to hear more on this from I today.
DD/I reported that, as requested by the Director, he has examined
with DD/S&T, and the CS the possibility of reducing the U-2
Cuban program. They have concluded that the program can be reduced
as much as 50 percent. Discussion followed on what procedures should
be utilized to effect this reduction. (See Action 1)
Godfrey called the Director's attention to a completed special re-
port on Jamaica. The Director queried Godfrey about the conclusions
and indicated that the Caribbean islands are a source of some concern
to him.
The Director asked Godfrey about the status of the new covers for
Agency publications and indicated that he wishes to move ahead with
their use as expeditiously as possible.

for arranging international conferences but not for security review. He
suggested that this might be a subject for examination by the USIB

ADD/P briefed the Director on the arrangements and procedures
taken at Headquarters and in the field for personnel and equipment
involved with the President's trip. DD/S, in answer to a question,

adversely affect the Agency's reputation. He warned that the Agency
cannot tolerate such administrative practices.
Executive Director said that it is important for the Director's
office to be kept up to date on contacts between Agency personnel
and former Agency Directors and DDCI's. He asked that favors
requested by these individuals be cleared through his office.
DDCI said that he will be out of town from noon today until noon
on Monday.
The Director discussed a cable from and asked the
ADD/P to pass the sense of concern to the State
Department. He said that he would be glad to contact Secretary Rusk
on this matter if the ADD/P at any time considers this necessary.
