Heinz, USAF Director, Intelligence Community Staff Department of Energy (DOE) Intelligence Study f 1. Last year the Department of Energy commissioned an independent study of the Department's intelligence efforts. The study was led by retired Rear Admiral Sumner Shapiro, former Director of Naval Intelligence. Admiral Shapiro was charged with the task of conducting a comprehensive survey of DOE's intelligence efforts and the Department's support obligations to the Intelligence Community. 2. Members of my staff were informed of this effort as it proceeded. The study resulted in several sweeping recommendations, including the establishment of a Senior Intelligence Officer, Mr. Robert Walsh. Also of significant note was a recommendation by the study team that DOE increase the resources, funds and full-time employees devoted to intelligence. I totally support these recommendations. 25X1 3. We received a letter describing the study effort and seeking your support for DOE's commitment to assume a more active role in national intelligence. The letter was from Deputy Secretary Joseph S. Salgado sent me a letter describing the Department's efforts to review and ultimately improve'its interface to the Intelligence Community. I applaud and highly encourage these efforts. The Department of Energy (DOE) has often played a critical, role in the intelligence process. DOE's actions seeking an even greater and more significant role in the Intelligence Community are welcome and highly supported. I understand the recommendations of this study are broad and far-reaching. My staff and the Community stand ready to assist you as you embark on the sizeable job of implementing the principal conclusions and recommendations.
