The interagency meeting, that was chaired by Acting NIO for Latin America, completed coordination of the text of draft NIE 97-87 without dissent. 25X1 The State/INR contingent, led by James Buchanan, Chief, South America Division, initially objected to the economic section, arguing that President Garcia's current efforts to reach an accommodation with the World Bank had not received proper analytical treatment in the text. The NIO response that the estimate was intended to address a broader timeframe--until the 1990 elections--took much of the heat of INR's argument. Since both the INR economic analyst and CIA co-drafter 25X1 agreed that the longer term prospects for Peru's economy and creditor 25X1 relations are dismal, they drafted new language to incorporate the recent developments. 25X1 out 2. The interagency meeting lasted one day and did not include a full review of the Scope Note and Key Judgments. I understand, however, that revised language has been sent out and fully coordinated at the desk level without objection. I also understand that the NFIB meeting originally scheduled for 7 January has been canceled, and telephonic concurrence by NFIB principals is requested instead by early next week. 3.- None of the offices within the DDI made substantive objection or revision to the draft at the earlier DI coordination meeting, held on 17 December.
