though the first bullet makes sense, it seems
inconsistent with the concerns expressed in the
first paragraph of Dave's draft about the need for
greater MAP involvement in Community analysis and
production.

Dear General Gorman:
I appreciate your suggestions regarding ways to increase the
effectiveness of the Military Advisory Panel. The work of the Panel is
important to our mission. Until recently most senior officers in the
Intelligence Community had served in the military and understood its roles,
requirements and culture. But this is no longer the case. Among future
leaders of the Intelligence Community many, even a majority, have little or
no military experience. They need the crosscheck of ground truth. Without
the crosscheck that the Panel provides there is a danger that analysis of
military subjects will become too theoretical and ultimately irrelevant.
Now let me address your suggestions:
o I agree that the Panel has been meeting more often than necessary
and in a setting that is too formal to promote free discussion.
Therefore, I accept your suggestion to reduce the frequency of
meetings from four to one or two annually.
o I strongly endorse your notion that Panel members could assist more
effectively by giving issue-oriented advice either singly or in
small groups rather than by assembling as a Panel. Individual NIOs
could frame issues and then work with the Chairman to select Panel
members who might be able to advise them. Let's implement this
suggestion as soon as possible.
o I also agree that the term of service on the Panel should normally
be held to three years. In implementing this suggestion please try
to stagger rotations so that approximately one-third of the members
rotate in each of 1988, 1989 and 1990.

o Finally, I support your suggestion to increase somewhat the size of
the Panel in order to make a greater number of military officers
available to advise the Intelligence Community. I welcome your
nominations; the Director and I will have some of our own.
