SUBJECT: Controlled Dissemination of DCI Directives
Reference: NFIC memorandum IC/84/7648, 5 April 84, subject as above
In response to paragraph 4 of above reference, request that the following
DCIDs not be published at the SECRET level: 1/7, 1/14, 1/16, 1/19, 1/20,
and 1/21. Justification and recommended classification for each DCID are
included in the attached enclosure.

1. 1/7: It is difficult to perceive any damage to national security if
this document were not classified SECRET. This information has existed as
UNCLASSIFIED for a long time and its classification would be contrary to
E.O. 12356. The impact of classifying this DCID will be extensive, as it
is used for marking collateral documents as well as SCI. Recommend it be
changed to UNCLASSIFIED.
2. 1/14: This document will be an integral part of legal action sought on
the part of any individuals who have been denied access under its
provisions. Classification as proposed would be difficult to defend if
required under the Freedom of Information Act, especially as this DCID was
previously unclassified. Recommend it remain UNCLASSIFIED.
3. 1/16: As more and more information is being handled via electronic
media it would be best served that the information be made available at the
UNCLASSIFIED level to be easier to implement and standardize. Recommend it
be changed to UNCLASSIFIED.
4. 1/19: The information in this DCID and any implementing instructions
should be made available to all SCI indoctrinated individuals at the least
possible classification because it is a basic working level document. To
change the classification would also hamper DoD implementation of this
directive and cause an extensive revision of DoD implementing instructions.
The current classification of CONFIDENTIAL is sufficient for this document
and would not impede DoD implementation.
5. 1/20: This DCID is currently classified CONFIDENTIAL, which is an
appropriate level and which enables wide use. Its usage would be limited
if it were SECRET. There have been numerous requests from the field to
declassify the actual list of hazardous countries, but the list must remain
classified (should be CONFIDENTIAL only).
6. 1/21: Classification of these standards would make the DCID difficult
to implement because of the vast interaction required to carry out and
maintain these standards. As stated in the comments on DCID 1/7 and 1/14,
the information in these directives has been issued as UNCLASSIFIED in the
past and cannot be justified for classification under E.O. 12356. Recommend
it be published as UNCLASSIFIED.
