To provide for an omnibus Federal, State, and local effort against substance
abuse, to provide for a cabinet-level position to centralize and streamline
Federal activities With respect to both drug supply (interdiction and law
enforcement) and drug demand (prevention, education, and treatment), to
expand Federal support to ensure a long-term commitment of resources and
personnel for substance abuse education, treatment, and rehabilitation efforts,
to strengthen and improve the enforcement of Federal drug laws and en-
hance the interdiction of illicit drug shipments, and for other purposes.

8 (C) PARTICIPATION.-In developing the plan mandated
9 in subsection (a), the Director of National Drug Control
10 Policy shall ensure that representatives of the Federal law
11 enforcement agencies are provided an opportunity to partici-
12 pate in the formulation of the comprehensive plan and that
13 their views and recommendations are integrated into the
14 planning process.
15 (d) COMPTROLLER GENERAL OVERSIGHT.-The
16 Comptroller General of the United States shall monitor the
17 development of the plan mandated in subsection (a) and
18 report periodically to the appropriate Committees of the Con-
19 gress on the progress of the development of this research and
