Morning Meeting of 3 November 1966
ADD/I called attention to the new publication covers for the PDB
and the daily Vietnam situation memorandum and noted the classifi-
cation legend on the front.
Godfrey raised the problem of PDB distribution in light of a re-
quest from the NMCC. (See Action 1)
In reply to the Director's question at yesterday's Morning Meeting,
Godfrey reported that Admiral Fluckey's office had been quite forth-
coming in providing details

Godfrey briefed on the 3 November Red Guard rally and answered
questions on the Navy's mode of operations north of the DMZ.
Kent said that General Carroll might table minor dissents at
USIB on SNIE 13-8. He gave the Director updated copies of SNIE
13-8 and NIE 11-14. He raised the problem of concurrence footnotes
on Agency nonperiodic publications. The Director said that, as a
guideline, he will when necessary adjudicate intra-Agency differences
to effect concurrence.
DD/S reported tha was briefed yesterday and that
the appropriate stations were informed. He reported that
would not be prepared to take over) routes for some time.
George Allen raised the subject of the new pacification criteria.
The Director said that Secretary McNamara wishes to begin testing
this plan on a pilot basis as soon as possible and that, accordingly,
SAVA should get on with whatever further preparations are necessary.

Houston reported that Congressman Teague's office was con-
tacted and that no further response is necessary to his letter asking
the Director for comments on correspondence received from a con-
stituent. He noted that the Agency had been able to furnish satisfactory
answers to certain questions from Congressman Moss's office.
Houston mentioned that Congressman Rivers will be in town to-
morrow but that we have little reason to brief him at the moment. The
Director suggested that, in contacting Congressman Rivers, we treat
the possibility of briefing him in low key.
Houston reported that the Executive Director of the Joint Committee
on Atomic Energy has questioned the adequacy of the Agency's pro-
cedures for alerting the Committee on foreign nuclear events. The
Director said that he will discuss this with Chairman Holifield on his
return.
Bross reported that Pat Coyne has expressed a desire for written
reports on intelligence gaps and deficiencies in the Latin American
area for Ambassador Murphy and Admiral Sides. (See Action 2)
DD/P called attention to a State cable from Cairo.
1. The Director asked Godfrey to look into the distribution of the
PDB in the Pentagon and to report his findings at the Morning Meeting.

2. The Director asked Bross to call Ambassador Murphy and
examine with him the feasibility of oral briefings.
