SUBJECT: Your Breakfast Meeting on 15 October with
Senator Graham of Florida
STAT
You are scheduled to meet with Senator Bob Graham
(D., FL) on 15 October at 0800 hours for breakfast in the
Director's Dining Room. We extended the invitation because the
Senator is influential among contra supporters. More recently,
we have learned that he is particularly interested in Cuban
r
affairs. Also in attendance will be Bob Gates, Dick Kerr,
and myself.

Senator Graham, in his first term in Congress, is serving
on Committees for Banking, Housing and Urban Affairs, for
Environment and Public Works and for Veterans Affairs. Based
on somewhat limited Agency contact over the past nine months,
the Senator appears to be well disposed toward CIA and has
sought us out on several occasions for intelligence briefings,
particularly on Cuba and Latin America. He has discussed
publicly his concerns over leftist trends in Latin America and
is associated with legislation affecting this area,
particularly the Caribbean Basin.
In July, Senator Graham was invited by the Senate
Intelligence Committee to attend a session with Cuban defector
General del Pino. The Senator queried the General at length
about the possibility of another Mariel boatlift. Given
Senator Graham's known interests, we anticipate that a
discussion of Cuba will be a focus of the breakfast.
