DD/I reminded the members that representatives from the

DD/I reported on the results of
volume of Soviet shipping to North Vietnam in October took its cus-
tomary seasonal drop to the lowest point in the last twelve months.
He noted that, with the completion of the standard-gauge railroad
line south to Kep and thence west to Thai Nguyen, it would be possible
to bring surface-to-surface missiles well into North Vietnam without
transshipping them at the border.
DD/I passed to the Director a draft of the report from the meetings
Godfrey gave the Director and the DDCI his draft of a note for
Secretary Vance concerning the circulation of the PDB in the Depart-
ment of Defense. The Director approved it.
Kent mentioned that the printed version of NIE 11-14 is now in
circulation and that NIE 11 -3 will be ready next week with apparently
no unusual dissents.
Carver reported that two representatives from were at
Headquarters on Friday to discuss the Agency's concept of pacifica-
tion criteria. The Director agreed that Carver should decline an
invitation to speak at St. Andrew's College.
Bross indicated that he would need to see the Director in the near
future concerning the chairmanship of GMAIC, and the Director agreed
that the DDCI should sit in.

The Director noted that the DDCI has completed his schedule of
briefings. He said that he and the DDCI will function as alter egos with
no particular division of labor. They will both tackle such problems
as Community coordination with the aim of achieving an increasingly
effective relationship between targeting and resources. asked
whether memoranda addressed to the Director should also be sent to
the DDCI. The Director said that he will discuss this matter with the
DDCI and will inform the group tomorrow morning.
The Director reported on last week's 303 Meeting, and in this con-
nection, he asked the DD/P to follow through on a particular item.
The Director said that he briefed Walt Rostow orally concerning
the post-mortem on the fourth Chinese nuclear test and asked the DD/I
to inform of this. The Director reported on Rostow's comments
on the October issue of the CIA/DIA monthly report on bombing of
North Vietnam.
The Director reported on his meeting with the Secretary of State
Friday evening.
