DD/I reported on the results of volume of Soviet shipping to North Vietnam in October took its cus- tomary seasonal drop to the lowest point in the last twelve months. He noted that, with the completion of the standard-gauge railroad line south to Kep and thence west to Thai Nguyen, it would be possible to bring surface-to-surface missiles well into North Vietnam without transshipping them at the border. DD/I passed to the Director a draft of the report from the meetings Godfrey gave the Director and the DDCI his draft of a note for Secretary Vance concerning the circulation of the PDB in the Depart- ment of Defense. The Director approved it. Kent mentioned that the printed version of NIE 11-14 is now in circulation and that NIE 11 -3 will be ready next week with apparently no unusual dissents. Carver reported that two representatives from were at Headquarters on Friday to discuss the Agency's concept of pacifica- tion criteria. The Director agreed that Carver should decline an invitation to speak at St. Andrew's College. Bross indicated that he would need to see the Director in the near future concerning the chairmanship of GMAIC, and the Director agreed that the DDCI should sit in.
