SUBJECT: Briefing for Senator Chiles
1. The attached documentation regarding a briefing for Senator Lawton
Chiles (D-Fla) on the subject of intelligence support to the narcotics problem
is provided for your information.
2. The second attachment) I to the Memorandum for the Record 25X1
provides a good description of the status of the CIPC Narcotics Working Group.

MEMORANDUM FOR THE RECORD
SUBJECT: Narcotics Briefing for Senator Lawton Chiles (D-FL)
On 3 August 1983 at the request of Fred Rhodes, minority staff director,
Senate Appropriations Defense Subcommittee, Senator Lawton Chiles (D-FL) was
briefed on the worldwide narcotics problem. Attendees were Dave Gries
NIO/Narcotics VC/CIPC, G-6 NSA
LL/NSA, LL/ICS and Fred Rhodes, SAC staff.
The briefing began with giving an intelligence community
overview describing the role o e and its Narcotics Working Group as
we l l as the community coordination role of the ICS. Additionally, a point was
clarified concerning the amount of the NFIP spent on narcotics. His remarks
were based on the attached Talking Papers.
Dave Gries then briefed the Senator on CIA efforts as they relate to the
Community, and he too emphasized the fact that the budget did not fully
reflect the resources that were dedicated to narcotics.

Following the briefing, Senator Chiles asked several questions concerning
the flow of drugs to the US and how the budget was adequate or inadequate to
meet intelligence needs. As the questions were answered, the brief became
more of a worldwide brief and the briefers were able to answer questions
concerning the' "Golden Triangle", Southwest Asia, and Malaysia.

SUBJECT: Narcotics Briefing for Senator Lawton Chiles (D-FL)
Senator Chiles was particularly interested in a 3 August NID item
concerning Cuban involvement in narcotics trafficking which he had been shown
dust prior to the briefing. In this regard, he voiced the opinion that it
would be most useful if the Intelligence Community could find ways of
satisfying such information so that it could be made public. The briefers
noted that the multiplicity of intelligence sources in the area of South
Florida could make sanitization of this sort of material relatively easy in
instances where policy objectives could be served.
