Dear John:
This is a follow up on our conversation last Friday.
Perhaps the following comments will be helpful to your agency.
It may well be that the FBI has a solid case on staffing
problems in New York City, but the data presented in the draft
report is not persuasive that special action for all agents is
warranted. You need to build a better case -- perhaps with Main
Justice's help and the concurrence of OPM.
For example --
(1)
What is the historical turnover rate of the FBI for New
York City and all of your larger offices? Are these
rates getting higher? Has the New York City office
always been different?
(2) How do the resignation rates in the FBI New York City
office compare with sister law enforcement agencies for
that City? When is a rate "unacceptable"? Is a
different acceptable rate likely for one agency versus
another?
(3)
Is the workload of an individual agent in New York
likely to be substantially different from that of an
agent in a smaller office i.e., caseload, more complex
cases, etc., and does that difference warrant special
recognition? I think we understand the issues raised by
the cost of relocation, the cost of housing, as well as
the expense and travel time required for commuting, but
is the work in New York City inherently the same or
different than elsewhere?

Adqitional data on these questions as soon AL; pose
help. lf the report can show that the problems in the FP:
York City office are severe and distinctively different, the iFi
should be able to sustain its argument.
