SUBJECT : Proposed DCI Directive on Intelligence Production
1. I have considered the possible advantages and disadvantages of
a broad DCI directive on intelligence production and have concluded that
there are a considerable number of potential disadvantages in trying to
concoct such a document. I can't think of any advantages, but I'm sure
you can and will convey them to me.
2. In the meantime, I suggest that in due course we quietly
rescind NSCID 3 and let the matter rest.
