1. As a result of an inquiry by the Inspector General into the
possible unauthorized copying of commercial software by Agency employees
in the domestic field, the Office of Information Technology (OIT), upon
coordination with the Office of General Counsel, prepared the referenced
Headquarters Notice which emphasizes the basic prohibition on copying.
