1. The building owners of have agreed to grant the
Agency an exclusive option to e ease space in their building.
The option will begin on 1 December 1988 and end on 30 June 1989.

made monthly. If a lease is signed at any time prior to the end
of the option period, our monthly payments will stop.

2. Once Congress approves of the Agency's leasing the
Building, the money spent on the option will be applied toward
costs to fit-up the building. If Congress disapproves, the
building owners will permit the Agency to terminate the option
after the first four months. In either case, once we have signed
the option we will be liable for as little as four months or as
much as seven months in payments.
3. Action Requested: Indicate your approval of the use of
the Director's special authorities in Section 8 of the CIA Act of
1949 to acquire this option and provide the necessary funding in
the amount of

SUBJECT: Results of Executive Couuittee Meeting on Physical Space
Requirements, 3 October

1. The Executive Committee met on 3 October 1988 to address both the near
and longer-term physical apace needs of ttie Agency. (The DDI, having a
scheduling conflict, was not represented.) The EXDIR asked the DDA to
introduce the subject. The DDA indicated that the Agency has been foundering
on the issue in the absence of a long-term plan and in the face of changing
demands which make long-term planning difficult. He also indicated that a lot
of resources would be needed, no matter what decisions are made today. He
then turned the meeting over to Chief, Space Planning Division, OL/PMG, who
provided the Committee with a five-part briefing, covering the points
indicated on the attached vugraphs.

2. After considerable discussion following the briefing the EXCOM decided
O Retain Key and Ames Building through 1994, without communications
upgrade.

option on a monthly basis through at least early 1989 to lease that
soon-to-be-built structure.

3. It was agreed that the EXCOM should revisit these issues at its
November offsite conference, before the Comptroller develops a presentation to
our Congressional oversight committees. In addition, I plan to schedule an
EXCOM update on this subject every six months for the foreseeable future.
