Morning Meeting of 29 November 1966
ADD/I said that he contacted General Carroll on the status of the
proposal to reduce photographic coverage of Cuba. The proposal is in
the JCS coordination process, and General Carroll felt that, in the
unlikely event there are no roadblocks, it could emerge by the end of
this week.
Godfrey called attention to a Reuters ticker on Israel's claim to
have downed two Egyptian aircraft. He discussed last night's coup in
Burundi and said that a post-mortem is in process.
Godfrey called attention to Senator Clark's plans to contact the
North Vietnamese delegation in Prague. He passed the Director a
written analysis of the Shulman article on Soviet policies in the Sunday
Washington Post.
Abbot Smith reported that the last footnote of NIE 11-3 had been
adjusted, that the Estimate has gone to the printer, that it should be
ready for dissemination in the next few days, and that a Top Secret 25X1
text is under preparation this morning. The Director asked that publica-
tion of NIE 11-3 be expedited.
noted that one of the three agenda items for the NRO
Executive Committee Meeting on 16 December will be the SR-71/
OXCART appraisal. (See Action 1)
DD/S proposed to issue guidance on Christmas activities at Head-
quarters along the same "low-key" lines as last year. The Director

DD/S briefed the Director on arrangements worked out by the
Office of Logistics to obtain necessary materiel for operations in
Southeast Asia.
Carver called the Director's attention to a cable from Ambassador
Lodge discussing the use of U. S. forces in the Delta.

Ogden Reid will receive a current intelligence briefing tomorrow and
that Philip Kelleher is scheduled for a visit to

1. The Director asked~for the alternatives as set forth
in the Advanced Reconnaissance Aircraft Study, which appraises the
OXCART and SR-71 aircraft, within the next three to four days. He
will consider whether a meeting of the principals might be advisable
prior to the 16 December NRO Executive Committee Meeting.
2.. The Director asked A-DD/S&T to brief the Executive Committee
Friday morning on ABM's.
3. The Director asked that John Clarke brief him on the schedule

4. The Director asked OCI to prepare a paper describing the
organizational details of the various Middle Eastern terrorist groups.
