Dear Mr. Chairman:
I am writing you today in support of S. 2116, which
authorizes the establishment of a Senior Cryptologic
Executive Service within the National Security Agency.
This Bill will provide the Director of the National
Security Agency (NSA) with the equivalent management tools
and authorities already available to the Central Intelligence
Agency through its Senior Intelligence Service and to the rest
of the Executive Branch through the Senior Executive Service
provisions of the Civil Service Reform Act of 1978. As you
know, the National Security Agency was excluded from the
Senior Executive Service because such coverage would have
been inconsistent with sound security practices. S. 2116
would provide statutory authority for the National Security
Agency to adopt and implement those features of the Senior
Service concept which are compatible with the Agency's
sensitive national security mission. As other departments
and agencies, including the Department of Defense, have
already implemented the Senior Executive Service, it will be
especially helpful to the National Security Agency if your
Committee would undertake early consideration of S. 2116.
The Office of Management and Budget has advised there
is no objection to the submission of this report from the
standpoint of the Administration's program.
