1. This documents the guidance and decisions we provided to the Office
of Research and Development at the Panel meeting, If something is missing or
needs modification please let me know. ORD will proceed with their FY90 work
on the basis of this guidance
2. The panel identified no major changes in ORD'S FY90 research program
25X1 as briefed, The
panel.questions whether there is an Agency application using this technology;
ORD will reexamine the potential customers and will either bring the project
to a conclusion or, advise us if they develop a more convincing case. ORD
will brief the ADDO and the ADDA individually on the projects of interest to
their respective directorates. ORD will also arrange demonstrations of the
Data Extraction From Text System in the Counterterrorism Center for the ADDI,
the DDA and the ADDA.

3. The panel expressed high interest in the project to provide
a test bed configuration of trusted computer systems, a file server, a network
gateway and terminals, in a local area network in the Counterintelligence
Center. The Office of Security has indicated an interest in providing some
funding in FY90. In response to panel guidance, ORD will reorder priorities
to make some FY90 funding available and will develop a phased program plan
that will permit initiation as soon as possible.
4. For projects designated as technology applidation and thereby
leAdingto turn-key deliveries to Customer offices, we provided the following.

a. The project for the
Group can be completed through Phase 1. The panel will make a
separate decision on Phase 2 at a later time.
b. The Data Extraction From Text for Forces project for the
Office of Information Resources can be initiated.
c. The Audio Transcriber Workstation project for Agency
wide use can be initiated. The project must permit full
25X1 compatibility with the program, which is still in the
definition stage.
