MEMORANDUM FOR THE RECORD
SUBJECT: Special Group CI Meeting -- 31 January 1963.
1. Defense presented a movie on the danger of Communism
for use in Latin America. No action was taken by the Committee.
Defense intends using the movie through their Caribbean Command.
NOTE: The most interesting part was a development through which the
motion picture projector and the voice recorder, which was a small
pholograph, were operated from an ordinary jeep battery. Therefore
the demonstration could be set up at any remote place even though
power was not available. I think this development should be noted
by the Agency as it is quite possible that such a facility would be use-
ful for us in certain remote areas.
2. DCI reported briefly on the Panama meeting, emphasizing
the points made on the first page of my briefing notes of January 31st.
There was no attempt made to go over the situation on a country -by -
country basis. Secretary Johnson asked that Mr. Cottrell be briefed
more fully and this was agreed by DCI.

Mr. Bell raised the question of paying expenses for
students, indicati.ng that he felt if the countries involved paid the
expenses of their assigned students, they would have greater interest
in the Academy. The Attorney General confirmed my observation,
stating he felt it would be wrong to move -- we should devote our
attention to perfecting the Academy. General Taylor stated he felt that
320 trained offic ers each year should be adequate and advised against
expansion. No decision was made, but the consensus was in favor of
leaving the Academy where it is.
5. The paper on the use of Third Countries personnel Was
noted. In this connection the questions were raised as to the so-called
tribes in Latin America. DCI was asked if he had any report on tribal
organizations. I agreed to look into the question and report back by
memo randurn.
ACTION: This should be undertaken by DD/I.
6. The status report on paramilitary training of youth groups,
etc., in South Viet Nam was noted. No action was required; however,
the subject came up later in the Special Group 5412, covered in a
separate memorandum .
