The discussion then turned to how to deal with the certification issue on the Hill. One suggestion from State Department was to tie the Pak/Afghanistan problems more tightly together and convince Congress that a cut off in aid would not deter the nuclear program but would undermine the Afghanistan effort at a time when the Soviets were probing for a way to withdraw their forces. Under Secretary Armacost said\ \State Department was tasked to develop a strategy for briefing Congress on the Pakistan nulcear issue. Afghanistan 4. The discussion on Afghanistan centered primarily on recent intelligence about the military situation and Soviet feelers indicating that they would be willing to sign up to a 12-month withdrawal program. There was a good deal of the discussion about what the Soviets were up to and whether or not their offers were merely intended to get Afghanistan off the agenda for upcoming US/Soviet talks (the Shultz/Shevardnadze meeting and possibly a Summit) and the UN General Assembly.
