Morning Meeting of 9 December 1966
A-DD/S&T gave a briefing on long-range research and develop-
ment in U. S. mis silry.
DD/I reported that he will be giving a briefing on Vietnam this
afternoon to the foreign liaison officers and that he will caution them
on the sensitivity of the subject matter.
DD/I reported on a briefing at NPIC yesterday for
of ISA. He tabled a handbook on instability in the Western
Hemisphere which he intends for distribution today. (See Action 1)

He invited the Director's atten-
tion to a published Special Report on "The Communist Challenge in
India. " In this connection, he reported on a discussion at yesterday's
session of the Interdepartmental Planning Group on the food situation
in India.
DD/S said that the Bureau of Public Roads has complained about
Agency personnel using their property as a short cut during rush-hour
traffic. He intends to publish a notice in order to stop this activity.
The Director said that, if the notice does not have the desired effect,
it might be necessary to use other measures.
Carver said that Komer has indicated he would prefer even more
analysis in the Vietnam Sitrep. Carver discussed the composition of
the Radical Solutions Group, which met yesterday.
Carver noted indications that the Communists are sometimes
warned of B -52 strikes and said that he has asked o
look into this.

He reported on intelligence analysis tending to confirm the test of a
new Soviet spacecraft.
A -DD/S& T said that the
DD/P gave the Director a memorandum concerning the possibility
of briefing a member of Governor Romney's staff. The Director said
that he wants to discuss this matter with the White House first.
The Director noted Reston's column on ICBM's in this morning's
New York Times and asked questions concerning a report from
appraising the stepped-up Communist insurgency
1. The Director asked DD/I to mark a copy of the handbook on
instability in the Western Hemisphere for him and to return it in the
course of the day.
