This Board has the important mission of stimulating the Agencies participating in the TALENT Control Systemto exploit the AQUATONE product to the optimum benefit for intelligence production without directly citing the source or the raw information produced by the source. That the utility of the raw naterials depends on its sanitization for use in intelligence estimates and reports has been clearly recognized by all concerned with Project AQUATONE. 3. The DD/i is designated Chairman of the Utilization Advisory Board, which will have as its members representatives of the participat- ing agencies and offices namely: ACSI; ONI; AF; NSA; the CIA ELINT Staff Officer; the Chief, Foreign Intelligence Staff; a representative of the Director of Security and a representative of the Director of AQUATONE. 4. The Board, in fulfilling its mission, should be guided but not necessarily limOted by the principles and procedures for the utilization of photography and CONT as recommended torthe Ad Hoc Requirements Committee for Project AQUAT3NE and approved by CIA. Further guidance which will relate to the FLINT product is now under development by the same committee and will be conveyed to the Board when approved. 50 As the Board gains experience it may find that new policies are required.
