1. 'Forwarded for Security Committee approval is the proposed
Director of Central Intelligence Directive 1/16 entitled "Minimum
Security Requirements for Compartmented Operation of Remotely
Accessed Resource-Sharing Computer Systems in a Controlled Top
Secret Environment." This proposed directive is in response to the
?United States Intelligence Board request identified in paragraph 9d of
reference and represents a coordinated Computer Security Subcom-
mittee effort; with the exception noted below, all member organizations
have concurred in its content.

2. The Navy Subcommittee member has indicated that his
office concurs in the concept of the basic proposal but non-concurs
in certain provisions of the proposed directive relative to the physical
security and personnel clearance requirements for access to remote
terminals. The Navy plans to procure new, multipurpose computer
systems which will service the needs of an entire naval base or ship.
These computer systems will be required to handle information
covering the entire spectrum from unclassified to sensitive compart-
mented information with the majority of users operating at the Secret
or below levels. The costs of upgrading the remote terminal areas
?to meet the physical and personnel security requirements of this
proposed directive would be prohibitive in view of the Navy's austere
operating budget. It is believed that lowering the security level of
the environment to accommodate less than Top Secret control would
not provide adequate protection for sensitive compartmented infor-
mation; for this reason the recommended Navy change was not incor-
porated in the proposed directive.
