Office of Scientific Intelligence (OSI)
TALENT Control Officer;
W. Ernest J. Zellmer is designated as the TALENT Control Officer for
OSI and is responsible to the Assistant Director for Scientific Intelligence
for the establishment and implementation of a proper TALENT control system
within the Office. He will:
a. insure that TALENT control standards are maintained at all
times with respect to all TALENT control materials: photographs,
COMINT, ELINT and finished intelligence therefrom,
b. represent the Assistant Director for Scientific Intelligence
on the Ad Hoc Requirements Committee and on any CIA priority requirements
board which may be established for the coordination and general planning
of the work of HTADTOMAT,
c. originate WI requests for detailed analysis studies levied
on HTAUTOMAT, and
d. certify to the Project Director the "Must Know" need of OSI
personnel proposed for access to TALENT Control materials.
TALENT Security Officer:
is designated as the OSI TALENT Security Officer.
He will be responsible to the TALENT Control Officer for insuring that OSI
complies with all the standards established by the TALENT Security Manual.
As an additional responsibility, is designated OSI Liaison Officer 50X1
to HTAUTOMAT. The OSI TALENT Security Officer shall keep accurate records
of usage of TALENT materials. The individual analysts who have access to
TALENT material will be responsible for certifying the classification of non-
TALENT publications in the same manner as presalbed by regulation. Prior to
making such certification, the analyst will review with the OSI TALENT Security
Officer the specific instances where TALENT material has been used or reflects
in such publications together with the method of sanitization used and obtain
that officer's approval thereof.

TALENT Control Area:
The Assistant Director for Scientific Intelligence proposes to establish
a TATRAT Control Area in Rooms 2406 and 2410 within the Special Center in
Barton Hall. Room 2406 is a vaulted space secured by a three combination lock

and is being modified on the basis of the requirements of the Special
Intelligence Security Officer to provide an area for open COMINT storage.
This room will be the OSI research center and will provide storage for all
TALENT materials retained within OSI. Additionally, a large wall chart will
detail OSI target requirements and will reflect adequacy of past coverage from
all sources on a color symbol basis. Room 2410 will contain the ELINT data
reduction equipment for processing ELINT tapes collected during test runs of
Project aircraft. If the Technical Processing Center (TPC) is unable to
handle ELINT material in the initial phase of operation, this will be done by OSI
personnel in this space.
Substantive Utilization of TALENT Materials:
TALENT materials will be used by OSI for background information and corro-
boration of scientific and technical intelligence derived from other sources.
The scientific and technical intelligence which can be expected from TAINNT
sources will contribute directly toward evaluation of nuclear capabilities of
the Soviet Union as well as the delivery systems available to the USSR.
Personnel:
The OSI table of organization requiring access to TALENT materials on the
required nmust known basis follows. It represents those functions necessary
for orderly exploitation of the Project on an initial and minimum basis. Sub-
sequent experience may dictate a larger organization required to cope with the
hoped for mass of material the Project will be able to provide.
