(C) The DoD is placing strong emphasis on the FMP and has taken action to insure that the program is conducted in an organized and efficient manner. In this connection, DIA has been assigned the responsibility to manage the execution of the FMP within DoD. 2. (S) Recently, DIA completed an internal examination of its structure 25X1 management and conduct of the FMP. We have reaffirmed Assistant Deputy Director for Scientific and Technical Intelligence, as the FMP program manaaer and single point of contact within DIA for FMP 25X1 matters. has established an FMP office, DT-FMO, to perform the program's day-to-day management. This office will be supported by the other DIA elements, as required. DIA/DA will continue to manage and conduct DoD HUMINT foreign materiel acquisition operations and to function as the DoD coordination point of contact and approving authority for foreign materiel acquisition proposals submitted by DoD elements. 3. (C) To assure that CIA receives complete and timely DoD responses concerning FMP issues and to assist the DoD in effectively managing the FMP, it is requested that CIA offices use DT-FMO as their DoD entry point for FMP- associated activities. DT-FMO will staff the action within DoD to obtain the necessary assistance. 4.
