1. Action Request-. .. jun the attached letter to the Secretary
of Commerce designating Chairman, COMIREX, as your
primary representative to the Program Board on Civil Operational Land Remote
Sensing from Space and and as
alternate representatives.
2. Background: This Program Board was established by the Secretary of
Commerce for continuing Federal coordination and regulation with respect to
the Secretary's management and operation of a civil operational land remote
sensing satellite system. At the time the Board was created the Secretary of
Commerce specifically requested that you designate a DCI representative.

3. Recommendation: The background of these individuals in imagery and
LANDSAT matters leads me to recommend that they be design
representatives to the Program Board as a replacement for
