Morning Meeting of 1 June 1966
of ORR gave a background briefing on the Soviet maritime
fleet. Interest was expressed in the nature of DOD plans for mecha-
nization of shipyards and ship construction as means of reducing con-
struction costs, and DD/I offered to arrange to get hold of the details
of this program for the Agency's information.
DD/I reported that a study is under way in response to Tom Hughes'
request for information about POL facilities in NVN. The Chairman of
the JCS is equally interested and wants information by 3 June.
DD/I noted a request received yesterday from Walt Rostow, who
asked for a memorandum on ]involvement in stirring up troubles25X1
and tensions The memo was requested to be submitted today.
DD/I tabled a booklet containing Lunik IX photographs of the moon
which was sent as a gift from Soviet President Podgornyy to President
Johnson. DD/I and DD/S&T officers will assess the booklet.
Godfrey reported briefly on the situations in Vietnam and the Do-
minican Republic. Dominican sitreps will be issued throughout the day
as balloting proceeds.
Kent and DD/S&T provided background on current interest in the
Soviet Plowshare program.
DD/S said that the current issue of lime, magazine contains an
article about Air America and links the airline with CIA. The article
is believed to be generally favorable and not likely to cause damage.
In response to DCI's inquiry de Silva explained the status of efforts
to develop psychological exploitation in Vietnam.
The Saigon station will be asked to submit its views and suggestions and
to obtain Ambassador Lodge's reaction before proceeding.

DD/S&T noted that Secretary McNamara had recently written a
memorandum to the DOD DD/R&E requesting by 1 August a report on
ABM matters. The report will include a description of the Soviet ABM
systems. This will be prepared by the Agency and submitted to DOD
DD/R&E by 15 June. The SecDef memorandum requested that DD/R&E
get input from CIA and the Presidential Science Advisor but omitted
any reference to DIA. DD/S&T noted that this had caused some diffi-
culty because CIA and DIA views diverge on ABM matters.
DDCI will discuss this with the Executive Director to determine which
senior Agency officers should attend.
DDCI noted that there is new and high-level steam behind the propo-
sition to obtain a U. S. -Soviet accord to publish satellite photography.
An Agency position on this is being prepared.
DCI indicated that he would call Senator Russell today to make cer-
tain that the Senator knows that the DCI did not refuse to testify before
the Fulbright committee except in refusing to describe sources or
methods.
