D.C. 20250 SEP 0 8 1987 suu_d Fellow Designated Safety and Health Officials Attached is a copy of the guidance manual entitled "Hazard Communication - A Program Guide for Federal Agencies." This manual can assist your agency in meeting the key requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard (HCS), 29 CFR 1910.1200. The manual is one element of OSHA's Technical Assistance Program for the Federal Hazard Communication Program (FHCP), a Governmentwide initiative to implement HCS in all Federal facilities using hazardous materials. This effort was a joint labor-management effort and reflects the contributions of many individuals. The manual was prepared by the Department of Agriculture (USDA) in close cooperation with OSHA's Office of Federal Agency Programs and the American Federation of Government Employees, AFL/CIO. I wish to thank your staff for the comments they were kind enough to provide. Printed copies of the manual will be available from the Superintendent of Documents, U.S. Government Printing Office (GPO) in early October 1987. Your agency can ride our initial print order and obtain copies of the manual at a cost much less than would be expected later with a direct purchase from GPO. If you would like to ride the printing of this publication, please ask your staff to submit a SF-1 (Printing and Binding Requisition) to GPO and request to ride Agriculture Requisition No. 7-04056. The SF-1 must be received by Septenittflr 18. 1981. Themanual being printed by GPO will be three-hole punched for use in a three-ring binder. A vellum cover will be provided, and a second cover (sleeve) will also be provided to insert into the outside plastic pocket of a three-ring binder.
