2. (C) Projects BLUEBIRD and ARTICHOKE
The Director of Security announced that he had met
with the DCI concerning discovery of archival material
relating to BLUEBIRD and ARTICHOKE. The DCI was pleased
by Office of Security action which permitted prompt
review of the material and forwarding to the Senate
Select Committee on Intelligence (SSCI). Mr. Gambino
stated that the found documents provided nothing
really new, but did offer some details of the projects
not heretofore available.
The DCI has briefed President Carter concerning the
find and assured the Chief Executive that the SSCI
has been briefed on the find and its implications,
as they have developed. With respect to media coverage,.
Mr. Gambino stated the discovery will be made public
and it can be expected that treatment of the news
will include critical commentary.
3. (C) Industrial Security Polygraph Program
On 31 August, the DCI authorized full-scale implementation
of the polygraph program for selected contractors. Only
contractor personnel exposed to highly sensitive data,
disclosure of which would represent a high risk, will
be polygraphed. It is projected that 1800 individuals
fall in this category. Other contractor personnel
granted access to Agency information will be processed
and cleared under existing criteria, without polygraph.
Mr. Gambino emphasized that the industrial polygraph
program is a high priority function to be set up as
quickly as possible, in a manner to permit immediate
operation.after organization.
4. (C) DDO/Special Security Unit
Mr. Gambino announced that the Special Security Unit
has been abolished. Security functions performed by
the unit will now be performed by the Technical Security
Division and the Overseas Security Support Branch of
the Physical Security Division.

5. (U/AIUO) Secure Access Control System (SACS)
Mr. Gambino reported that there have been very few
problems with SACS since use of the system became
mandatory, either with employee reaction or the
25X1A functioning of equipment. Special appreciation was
expressed for the efforts in development
of SACS. demons ing expertise,
25X1A willingness to act as a trouble shooter at considerable
personal inconvenience, complete dedication and overall
professionalism in his approach to a most difficult
and demanding assignment.
(U/AIUO) Survey of DDA
The Office of Personnel is conducting a survey of DDA
and has focused on a problem area, communication with
clerical personnel. While it is Office of Security
policy to keep clerical personnel advised of developments,
Mr. Gambino stressed that supervisors must ensure
briefings of these persons will continue, and if
necessary, be improved or expanded.
7. (U/AIUO) Project OUTREACH
The Deputy Director of Security advised that ABC will
be filming at Headquarters on 10 September for the TV
show "Good Morning America." The show will be aired
on 19 September. Further, NBC is in contact with the
Agency for filming of a show, the format of which has
not been determined by the network.

30 to 45 days.
8. (U/AIUO) External Training
advised that the Office of Training has
adopted a tight or hard line approach relating to
approval of external training requests by employees.
All such requests must be directly related to performance
of duty and must be accompanied by a strong justification.
